SUSU Adopted a New Method for Evaluating the Efficiency of Staff’s Research Work

On June 23rd at SUSU a pedagogical conference among workers of the university. At the conference, the pro-rector of strategic development, Andrey Keller, presented a new method for evaluating research work efficiency among the university’s teaching staff.

Earlier, the Russian minister of education and science, Dmitriy Livanov noted that as part of the 5-100 project, the average salary for Russian university teaching staff must be two times that of the average salary in the corresponding region before 2018. SUSU is actively working toward executing this goal. The goal of this method is a more objective evaluation of the work of university staff.

An effective contract has been implemented at SUSU since September 2016 as part of the 5-100 Project. As part of its execution, an increase to salaries of scientific and teaching staff is planned as well as bonuses for achievements in science.

Andrey Keller focused the attention of attendees on the key performance indicators (KPI). The indicators are divided into individual and collective types. Individual criteria include: increased number of publications by staff in Web of Science and Scopus, total SNIP publications, academic load. Collective indicators include: recruitment to state budget placements, volume of extra-budgetary income from education for one position, extra-budgetary income from education and others. The actual KPI values are translated into points using a special algorithm. The necessary sum for increasing salary can be attained by any combination of key performance indicators. The individual capabilities of each professor will be considered as well as the collective achievements of professors in scientific and educational positions. There will be special bonuses awarded for large achievements in science, and for the achievement of key values there will be a base bonus.

Funds for departmental development will be allocated based on the collected sum of points. In August 2016 an overall KPI score will be tallied, the results of which will determine the size of bonuses in the 2016-2017 academic year.

This new method for evaluating the performance of SUSU offers the most active and ambitious workers at SUSU new opportunities for career growth and gives every staff member a chance to prove themselves, earn the trust of their colleagues, and receive compensation for their hard work.
